Multi-Millionaire Property Developer has Dangerous Dogs’ Appeal against Conviction dismissed – Jackalyn Chan prosecuted for the Crown

Dr. Anwar Ansari, represented by a King’s Counsel, appealed against his conviction and sentence relating to 6 offences of being in charge of a dog dangerously out of control. This appeal was heard at the Crown Court on 30th October – 31st October 2025. Jackalyn Chan prosecuted for the Crown.
Dr. Ansari was first convicted at the Magistrates’ Court in November 2024 of these 6 offences:
– 3 offences of Being in charge of a dog dangerously out of control – no injury (s3(1) of DDA 1991) and;
– 3 offences of Being in charge of a dog dangerously out of control – causing injury (s3(1) and 4 of DDA 1991).
These were in relation to 3 Turkish Kangal dogs. These are large, Anatolian dogs, originally used by Turkish shepherds to guard their flocks.
On 21 July 2023 at approx. 05:00, these three Kangal dogs escaped from their kennel. They then broke into a nearby garden, tore down an electric fence and killed three chickens. The family were forced to watch from inside their house, knocking and breaking the window in an attempt to deter the dogs. The three dogs continued into Lloyd Park, chased after a member of the public (Mr O’R) and their dog. The dogs caused injury to both Mr O’R (bite marks to jaw, chin, ear and scratches over body) and his dog Ziggy (puncture wound / bite marks requiring stitches and physiotherapy).
It was not disputed at the Appeal that the three dogs were dangerously out of control on 21 July 2023. The core issue was whether Dr. Ansari was the person for the time being in charge of the dogs and whether there was third party intervention (R v Robinson-Pierre [2013] EWCA Crim 2396).
These three dogs were previously seized by police following an incident in March 2023, when the three dogs escaped. Following this, Dr. Ansari as the person responsible for the dogs was served with an Improvement notice and subsequently, an Acceptable Behaviour Contract (ABC). This was signed by Dr. Ansari on 14 May 2023. The dogs were then returned to Dr. Ansari subject to three conditions. The dogs escaped again on 21 July 2023.
Following a 2-day appeal, including cross-examinations by the Crown of the Appellant, a volunteer farmer, and an Ex-Operations Manager at Coombe Farm, reliance by Defence of CCTV at Coombe Farm including a possible third-party intervention leading to the escape of the three dogs, the Appeal against Conviction was dismissed.
Dr. Ansari then appealed against his sentence. Following submissions by both Defence and Crown, the sentence in relation to compensation, fines, 3 x dog destruction orders and disqualification for having custody of a dog for 10 years remained as before. The financial penalty, including the updated kennelling costs totals £105,905.
